What has been the best glue with a shorter working time? Having difficult with this one.

Model Railroader Magazine recommends Liquid Nails for Projects to safely attach materials to foam. It will not 'craze' the foam, and is thick enough to fill voids between the mating pieces. (Hydrocal-molded rocks are rarely perfectly flat. Wink ) Even though it takes some time to fully cure, it 'grabs' quickly to allow you to move along on your project.  I believe it remains somewhat flexible after curing. You can spread it thin with a spatula to join flat pieces of foam as well. I'm not sure if they make a small hand-squeeze tube, so you will need a caulking gun to use the big tubes. The guns are only a few bucks, and the tubes of adhesive are pretty cheap too.

Quite impressive, I like them. Maybe a light grey drybrush on the rock's edges (I realize it was only a test) to make them pop, but perfect otherwise.
